Maybe it's London that I am thinking of that had the underground freight tracks.
It was particularly useful because it ONLY carried freight and went straight into the basements of the buildings.
Perhaps youa re thinking of the Chicago Tunnel Company that was underneath the Loop but long after it was forgotten got flooded in 1993 and made a giant mess underneath the Loop.
