Apparently Shimano buys into the theory that there's an advantage to have the more loaded spokes elbow out on the flange. So elbow out spokes are clockwise in front, and following the same logic counter clockwise in back for a no brake hub.

A rear brake hub is different because it's loaded in both directions, so it' up to you whether you're concerned with the brake or driving torque loads.
