If the bike is in top gear at a dead stop, it's not really ready to ride. No one would ever purposely start off in top gear.

An intelligent rider would have the bike ready to go, go, go (as in take off fast) because they always stop the bike in a sensible gear. Check the start up at any race and see what gear they are in. A stopped bike in top gear looks pretty ridiculous, and gets deducted photo points for the silliness of it.
