Reducing the risk of flats on course gravel roads

I'm going to install a new wheelset and tires this winter. I'm looking for a flat resistant combination that will use a tire that measures about 37mm wide.

Right now the 700x35 Gravelking looks like the best tire, I measures about 37mm wide, It's fast on soft gravel it it seems to have better than average flat resistance. I need something bigger and more flat resistant than the 700x35 Clement Explor USH.

The next decisions include tube or tubeless. Any thoughts! Is tubeless really pinch flat resistant?

What wheel set is recommended? I'm using rim brakes. I'm happy with the value and performance of my Velocity A23/Shimano 105 wheelset, but these are not tubeless ready. What would equivalent in a tubeless wheelset?
