Sure thing.
The rack had a mounting plate for the lights with a couple of holes already drilled.
I drilled holes in the tubing to match and mounted the tube flat against the plate.
I added a third hole at the bottom of the tube to run an extra bolt through. This serves the purpose of keeping the light from slipping off the bottom of the cut piece of tube.
Also added was a couple wraps with reflective tape.
