I had zippers zipped-tied and the TSA (or somebody) cut the zipper pull rather than the zip tie (I would not have had an issue with the zip tie being cut). This was a while ago and, maybe, they are more reasonable now.

For soft-sided baggage, this process will not damage your zippers or zipper pulls.
