If you took all the spokes out and had a bare rim lying on a flat surface and could see variance, then it is bent. Now, you could attempt to get it less bent but you have already done half the work of rebuilding with a new rim, so if you find a known good replacement that is probably the better move. It would cost a few bucks but unless you are confident in your straightening skills it's also the smarter move.
