Given the current state: rim, spokes, bare hub; I would first absolutely verify that the hub is in great shape, then choose a brand new rim (Velocity is my go to manufacturer), new spokes and nipples (Wheelsmith DB14 and nickel plated brass are my choices), and build up a new wheel. Give the old rim and spokes to a scrap metal collector.

My suggest, what you do is your choice.
