What are the measurements on the frame? If it was on the small side for him, there's a slim chance you could "shrink it" with a short stem, maybe some short cranks. At your height probably a 57 cm frame would be the absolute upper end sizing you could try.
Option B as noted above is find the same frame in the right size for you, switch the parts over and you get some of the same spirit of the bike. It would be cool however to spiff it up, hang it on the wall of your man cave next to a picture of your Dad and save it for your kids or grandkids.
All of this. I'm 5-9/10ish, but with short legs, while I'm constantly told I should be around a 52 in new bikes, my three vintage road bikes are a 57 and two 23" (58ish). They all fit me comfortably, one of the 23" is the most comfortable I have ever ridden, it just fits like a glove.
I'm in the group that if it is a monster frame, though, look for one in your size and bring the parts over, and hang the other one up.

Is the standover at all reasonable on your pop's bike? There are workarounds for a long TT but standover not so much.
I'd argue the opposite. I spend hours over the top tube, I spend seconds standing over the bike, the TT is far more of a concern to me. Maybe it comes from balancing much heavier motorcycles, but I've never had an issue just leaning the bike when I stop or tiptoeing, all of mine are very intimate with my crotch.
