Identify this frame - Cinelli, Campy, fork crown mount, seat tube pump peg

Can I get a hand identifying this frame?

It has an odd fork crown mount. The seat tube has a pump peg and no bottle cage mounts. There are two sets of bottle cage mounts on the down tube. The bottom bracket is Cinelli and dropouts are Campagnolo. Crank and bb are TA. I can post more/bigger pics.

edit - the current seat post is 26.6 but looks too small. The seat tube doesn't appear to have a seam
