When I first saw the images of the frame I thought not a special one as the lugs show no signs of hand finishing to any degree: seeing the headlugs confirms that.
That the builder did not remove the flanges that butt against the headset shows me that the frame is a middling one albeit built from a 531 (27.2 seat tube).
