Yes, reach is usually measured from the center of the mounting bolt to the center of the braking surface on the rim.
Interesting. I wouldn't consider VB to know anything you or I don't, its all just numbers people post and may or may not be correct. Sutherland's however does this for a living so hopefully would be correct. I'll have to go measure my calipers again, with more care to see what's what. Looking at the tire pad relationship however I can see that 5mm would be enough added drop. The question is, where am I now, and how do I get where I want to be.

As always Juvela, thanks for your input. You're earlier comment about the drop bolt got me off my butt fixing it. I gently chucked it up in my drill press and used a small file and some wet/dry paper to take it down in size a bit. Worked a charm.
