To answer your first question with an example, I've sold a Cannondale H300 hybrid for $350.
In answering your second question, I don't chase overpriced bikes if buying, nor do I haggle. If the advertised price is more than 10% out of my comfort zone, I don't pursue the bike. If there are conditions or defects not apparent in the photos, then I may reset my price or walk away.
IMHO, BF members who offer opinions of value based on what is advertised in their local market are doing a dis-service, unless they are on either the buy or selling side of the actual transaction or know the parties involved. A lot of the best deals are only on craigslist for an instant, in some cases less than an hour.
FMV opinions I share here are rendered based on the photos presented and my experience with the brand/model as a seller.
