Some here have stated that the shoulder is covered with debris.

My last highway ride I was getting mobbed by mosquitos. So I started crossing the rumble strip to get away from the grass every break in the traffic, which was strangely light. Also that day there were hundreds of screws form a saboteur it seemed. The faster I go the better for crossing the rumble I find. Dangerous ??? Not much, if any. I had whole days on my VN/CH tour with mud slime shoulders. SMP tires bested that too.
I never tour or commute on high performance or skinny tires any more. I leave those tires for recreational riding. I have done the same as you crossing the rumble strips often to avoid sporadic traffic. Fixing a puncture now and then is far preferable than hassling with cops or causing some innocent motorist (and myself) even more risk on the highway if I can get/stay out of the way. I would not enjoy causing a traffic pile-up either.
