I do that too. Usually I give both riders and pedestrians fair warning. However when they're riding like that, I'll wait until they veer over to one far side and then blast by them on the opposite side as fast as I can. Too many times I've called out on those kinds of riders only to have them swerve in the opposite direction from that which common sense would dictate.
