In a way one small group seems to have dialed (no pun) this time thing in pretty smartly.

The state of Quintane Roo, which is the easternmost state in Mexico, and includes the tourist destinations of Cancun & Cozumel Used to be on central time, and go to central daylight with the rest of eastern and southern Mexico.

However, two years ago, they created their own time zone, matching Eastern Standard time year round and no daylight time change. This puts them in sync with the cruise boats during the tourist season, and lets the rest of Mexico catch up when they switch to daylight time come Spring. (FYI, in case you missed my point --- Central daylight and Eastern standard are the same time).
