The ETRTO (European Tyre and Rim Technical Organization) published a chart with recommended tire widths for rims of given widths. Sheldon Brown has it on his site, as does the tire company Schwalbe. You can view it on Schwalbe's site by visiting the link below and clicking "Which Tire Fits Which Rim?"

Saving you the trouble of referring to the chart... If you want to run 35 mm tires, the recommended minimum interior rim width is 17 mm. Oval Concepts 327 rims have an exterior width of 24 mm if I'm reading their web site right, so they're definitely not too narrow. Heck, according to the ETRTO, they're a little on the wide side, actually. The chart has a reputation for being conservative, though, so you can generally fudge a few mm (or more) beyond their recommendations.
