A tire that's marketed as 61 mm wide may or may not be exactly 61 mm, in part depending on the width of your rims. It could be a bit narrower or wider and you won't know for certain 'til you try.

Personally, though, if the tire's anywhere near stated width and your measurement is fairly accurate, you'd be cutting things too close for my liking.
