I'm currently in Paris. There were "Black Friday" sales all over the place yesterday. Granted, I didn't see massive crowds rushing the stores, but I also wasn't up early to go shopping nor have I been following French news.
As for military bases, I used to live in Augusta, Ga, home to Fort Gordon. I frequently went on base to hang out with friends or play golf at their course. Drivers license was all I needed. I'll add this was not long after Sept. 11 and that base is home to a major NSA operation as well as provides support for the Savannah River Site, where they used to make nuclear weapons.
