No you don't need washers but it helps.
Rigida/Weinmann (Ryde) makes an aluminum Westwood rim, which is available in several diameters, including 622. They're not available in North America, though, so I ordered mine from the UK via eBay.


I found some elliptical nipple washers in a Google search last night, but how important is that shape? I can get round washers from J&B, though.
