You can (hopefully) see that the tire is being slightly lighted off the rim in the area of the valve. I've measured the tire itself in the area of the valve and the small cylindrical protrusion in the casing is 9mm in diameter. I have an 8.3mm hole in my rim. Is the solution as simple as opening up the hole in the rim to clear that protrusion? Or do I just leave this as-is?
Some tubes are just "fat" in that area of where the valve comes through the base liner. I have used a dremel to enlarge the diameter of the valve hole slightly in the rim. Not all tubulars are made the same to perfection of uniform dimensions.
