Bars are original unbranded Raleigh Maes alloy.
I had a 3TTT Record stem on my 74 International for a while, but went back to the original GB. The bar looks like 25.4mm diameter (I'm getting 25.2mm when measuring it immediately adjacent to the stem, but it narrows quickly as it exits the clamp area).
Checking my parts box, where the 3TTT stem currently resides, I see that it takes a 26.0mm bar. Looks like you'd need to use a shim to fit it with the GB bar. My 3TTT stem has a 22.2mm quill, but certainly there were some made as 22.0mm for French steerer tubes.
As with most things, you'll want to get the dimensions of any part that you are considering buying and ensuring that it fits. People have been known to modify parts to fit whatever they have, so some caution is appropriate.
