Clean the chrome as much as possible.
the OA on the bare regions of paint, (concerned what it might to to the decals) should knock it back to assess better.
Most of the rust is not in primary view locations when the bike is assembled.
Gives you liberty to build it up with "experienced" parts. All will be in concert.
