Conspiracy Theory?

NYC has always had traffic congestion problems. Too many people and just so many roads. I don't think the government really needs to help it that much, except perhaps at 3:00 AM (is it any better in the wee hours of the morning?)

Other cities... maybe? Certainly simple things like timing lights can keep speeds in check while keeping traffic flowing (hopefully timed so cross streets also get good lights).

Bike Lanes are a mixed bag. Yes, fewer traffic lanes, but they may also support keeping vehicles safely moving, so perhaps the damage isn't so great.

The article does mention the Trump Effect (note, New York wasn't a Trump State).
