Not cycling clothing but I used to regularly give new foul weather pants to a seamstress friend to have about 4" more leg sewn on so they would stay over my boots when I sat with my legs over the side of sailboats racing in San Francisco Bay. That allowed me to buy an wear pants that fit and weren't huge and have dry feet at the end of the day. Very long legs.

Just now, I had a local dry-cleaning shop replace the zippers on 4 Mavic Jerseys I picked up on big sale - certainly because the zippers were losers though the rest of the jerseys were very good spring/fall jerseys; as good as I have ever had.

I don't have issues with my windbreaker/rain jackets riding up but I do always look for one feature on such jackets and pass on any that do not hace it. Two-way zippers. They make for - not destroying the jacket when I have a lot of stuff, tools, etc in my pockets and allow me to get food and keys out of my jacket without unzipping it from the top in hard rains.

Not an answer to your question, but perhaps a hint that there is precedent. You might ask around if there is an outdoor clothing/equipment repair person/outfit around. REI could be a good place to ask if you have one locally. And, I'll bet a good cobbler would know.
