Once you figure out what you want, buy used. Buying used always makes your dollar go further, you might be able to get something nice that you otherwise would nto be able to afford new.
A good place to look is your local craigslist.

Also, I wouldn't recommend riding with headphones on, you can't hear what's going on around you. I would use a bluetooth speaker if you need to take your jams with you.
