Each place I've lived has been different.

I did a lot of commuting in Portland. Warm clothing didn't make any difference as I would head out the door and up a mountain (both ways). I'd always be warm by the time I got to the top.

My typical winter gear would be fleece or sweater + rain slicker + rain pants + ski gloves.
