Honestly, in all my years riding steel in the winter, as daily transportation, I never had a rust problem with any frame I have owned. I've even disected them after the frame failed, to see if there was any rust on the inside, and I never saw anything more than surface oxidation.
It is the carrier solvent that is toxic. The remaining protective goo is not. I know what you are saying as far as a "need" to resort to this stuff. But I have seen quite a few steel bikes with chainstays full of rusty pinholes in my day....not terribly common but it does happen. For most people spray oil or the like is probably sufficient....but if you are on a super sweet ride perhaps the extra effort is worthwhile?
