Likely it was a 5 - 7 speed bike. No marks on the frame where there would have been a front derailleur. The inexpensive side pull front brake and rat trap pedals also points toward a low end price. The brake is a cheap clone of the good Weinmann or DiaCompe brakes of the 1970s. If it has 27" wheels, that's another sign pointing toward the 1970s or early 1980s. It would have been nice if they left the rear brake on it. If you happen to grab the front brake really hard and not pedal backwards at the same time you could do an endo over the handlebars.
