mstateglfr in your haste to respond maybe you missed the "changing the fork" question above. I edited out further comments

I've recently seen the type of fender that is two piece and snaps into each other. The very thin piece goes through the fork crown. Don't know the brand maybe someone can help?
I didnt respond hastily and i didnt miss where you mentioned pissibly changing the fork. Saw it.
Get a different fork if you think thatll solve it. You can measure your ccurrent fork and get a similar one with more clearance.
Your new fork's trail should be similar to your current fork to keep handling the same.

A new fork wont solve the clearance issue on your rear tire.

As mentioned, perhaps a change in fender style is needed.
