From now on when I get a new tube, I will pump it up out of the tire and see if it leaks within 24h.

So I just got this brand new Bell 700c tube with a presta valve and pumped some air with a hand pump, probably about 20psi. I noticed the tube forming a bubble around the valve, so I stopped pumping. Is this ok?:
