Last year Redlands (PRT) had no equipment enforcement that I recall outside the TT.

There appear to be different rules for PRT and gender. Some men's PRTs required teams only registration. I did not see that restriction on women's but may have missed it.
That's not true. In the old days everything was NRC. Then they split NRC and NCC. UCI is something altogether different and always has been.

NRC = road races.
NCC= crits.

Back in the golden olden days they even had a U23 UCI race in Illinois called Four Bridges of Elgin I think. That was the only UCI race I ever got to do. It was a good one.
