I actually use handlebar tape on my brake levers and thumb shifters. Just one wrap works wonders.
For flat bar folks, cheap off brand ATV mitts work very well. I have 45NRTH Cobrafists on my fat bike, but right now I'm commuting with my Surly Troll because I have studded tires on it and I don't want to take out a mortgage to purchase the same for the my fat bike. On the Troll I'm using these:
