I think you would be fine so long as there is a reasonable space remaining. You'd know straight away if the headset were binding.

FWIW, I don't usually think in terms of jumbling and then removing. When filling, there is usually a point at which one more complete bearing bill will not fit. That's when I stop. I suppose if the remaining space then looked a little bit tight, that I might yank back another ball.

If the headset rotates freely, then you're good.
