What make and model is that frame? Some carbon frames are "lug and tube" construction where carbon lugs with extended ends are inserted and glued into carbon tubes. If this is that type of construction you may be seeing just cracked paint at the joint.

If it's not, then this could be a real crack through the tube and the bike is not safely rideable.
