Forgetting the country of origin for the moment, you might want to measure the seat tube diameter. If 26.4 is the right post, than you're either looking at a pretty generic CrMo or carbon steel tubing (not 531) or, if the OD is 28.0 then it's likely a French bike. (or at least metric tubing).

However, the seat tube wall thickness is your best indicator of the general type of tubing, and therefore the overall category of the bike. I suspect that it will turn out to be a B level, lower/mid price point bike, though that shouldn't be read as a negative if the bike is right for your needs.
