I reached Cat 2 on 3.9 W/kg FTP. The power you need at FTP to earn upgrade points is entirely dependent on where your strengths lie. If long climbs are your thing you need a lot of w/kg. If you have a decent sprint and the patience to be a wheel sucker, you can earn a lot of upgrade points on a low W/kg@ftp.
I got to a 2 with about 4.0-4.2 w/kg power. P12 road races with sustained climbs are way out of the picture for me now though.
