This light isn't a beacon to draw attention to the bike, it's a projector. The idea is that the image it projects on the ground will proceed the bike and rider, who might be obscured by other traffic, pedestrians or roadside hardware.

We use something similar on our fork lifts at work; only it's just a focused LED beam that make a ~12" blue dot on the ground 4~5 meters ahead of the machine. If the machine is in an aisle or coming around a corner, you see the blue dot first, alerting you that the lift is approaching before you actually see the machine. Our fleet is all battery electric or H2 fuel cell powered, so they make very little noise; you can't hear them coming.

Works well indoors, and outside at twilight / after dark, but I don't know how it would work in broad daylight.
