It is supposed to go on with soapy water, squeegee out the air bubbles much like window tint. There was a DIY thread in the Single Speed forum and the guy did it with just plain water because there was so little of the stuff applied.
O'Reilly has rolls of it in several widths.

The helicopter tape is overkill IMO.

This works great. I use the thinner stuff for cable chafe points and the thicker stuff on chainstays. It will also conform around the bottom bracket to protect it from dropped chain damage.
