Start with some basic measurements.

Inside to Inside of front and rear dropouts.
Width of bottom bracket shell.

What didn't fit with your wheels? Dropouts? Diameter?

I'd expect standard ENGLISH/ISO measurements for the bottom bracket and headset, but for very old bikes, it never hurts to verify everything. 22.2 should be common for a stock stem.
