It is my understanding that all the Shimano Brakes (from Claris up to Dura-Ace) have room for 28mm tires...Is this right?

If so, not being a disk model shouldn't prevent 28mm tires in itself...It would just be the clearance of the seat-stays, chain-stays, and fork themselves?
