For what it's worth, '23mm' Vittoria Corsa SC clinchers (open tubulars) on old narrow Mavic Open Pro rims measure 24.2mm. Bucking the trend are '28mm' Continental Grand Prix 4 Season clinchers which measure 26.4mm on narrow IRD Cadence rims. But clinchers aren't really comparable to tubulars because their sizes is so dependent on rim width unlike tubulars which are basically unaffected by rim width (to my knowledge).
