Most of building up a bike from parts is screwing things on, if you are buying new(or newish). You would need a bike shop to set the headset, unless you want to make a headset press on your own. Typically, bike collectives have a headset press and will help you use it. They will also typically have cable and housing, etc for building the bike. Of course, a bike shop can do this too, but if you want the experience of doing it on your own...
