I have given this a lot of thought, as to why they aren't similar and I think it is because when walking (or jogging), there is not rest period, like when you are riding down a hill when cycling. Walking is always "on" when cycling has a few break periods, even if only a few seconds.
Also, when I walk, it is mostly on the balls of my feet, not striking the heel very much. I guess that places more strain on the calves.
