Speaking from my experience as a pedestrian, no they are not useless.
I have had many pedestrians thank me for the bell warning. I do ring it about 20 yards away then again about 10 yards so they realize what's going on.
I have also had cyclists shout at me for not warning them on a pass AFTER HAVING HIT THE BELL 3 OR 4 TIMES!
Yeah, well take the earbuds out Mr. D'umass !
