The bill is to require licensing for cyclists on roads and it would also prevent people under 15 from riding on the road since they would be unable to acquire a cycling license.

Typical anti-cycling legislation. I expect this garbage every year or two, but what annoys me about it is the podcasts that I like to listen to, which are generally against the government getting involved in people lives, always jump right on board with this.
