Without knowing anything else, it is a good buy IF...
-it is a size that fits you well.
-It is in good working order. (At this price, don't worry about cosmetic scratches at all).

Even if the bike is 30 yrs old, if unless it has MAJOR problems, $60 is a great price, and it is likely better than a new $150-200 Walmart bike.
