Paying 60 dollars for an 820 that needs a couple of hundred more in parts and labor leaves you with a bike you paid more for than its generally worth. On the other hand, if an 820 is in good or even just decent shape, and fits you well, its a deal. My first long tour was on a trek 820, and its a good platform for a tourer.
To the OP, You need to tell us more than "trek touring bike". What model, about how old, and a picture. No one can give any kind of answer based on the info in your first question.
