"Cuffs"?

FWIW, this bike is more like a domestic bike from Japan, probably from before the early 1970's. By the mid-70's, Fuji was selling literally thousands of mid-to-low end touring -style bikes here in the U.S., and few of any other style. This is a model that was probably never sold here.

From what I can see, the rear dropouts look to be of the super-cheap style only found today on "Chinese peasant bikes", namely just a hole through the pinched ends of the rolled sheetmetal chainstays and seatstays. Aside from it's age, it probably ain't worth much.
