Seeing as you are in Vancouver (I'm in Abbotsford) I would suggest checking out Atmosphere for the Kluane 2 person tent currently on sale for $151.99CAD.

I myself have been using a cheap CT $29 tent for the last couple of years, 4 week long tours including one in Nov. and across Western Canada. The one thing I would like to improve is the half fly which, while it keeps out the rain, flaps a lot in the wind. It would do so less if I actually staked it with the guy lines provided but I rarely do. One solution I have been mulling over this winter is ditching the half fly and using my old pup tent fly instead. It's light (much like a siltarp) but large enough to stake over the tent fully and create a vestibule for my bike as well. I'm going to do it on my next weekender to test.

This is El cheapo at Ruckle Park on Salt Spring where I sat out 15 hours of rain one day and in Sask. at the town where they filmed Corner Gas.
